Where is it?

Protect your daughter from the risks of female excision

What is it?

Ofpra can protect your daughter if she is at risk of being a victim of female genital mutilation (one of the most common forms of which is excision ) .

Your daughter may be protected even if she was born in France and if you are not protected yourself. It is then forbidden to go back to your country of origin with your child.

The French law punishes female genital mutilation with several years of imprisonment.

If your daughter is protected from this, Ofpra must ensure that she is safe until she turns 18 or until she becomes French.

How to do it?

Your daughter must do a medical examination every 5 years to check that she has not been subjected to female genital mutilation.

Ofpra will send you a letter by post to ask you to take this test.

Ofpra may also ask you to have this examination more regularly if there are doubts about your child's safety.
Each time your address changes, you must update your contact information and of your children's contact information on the OFPRA website in order to receive the application for the examination. OFPRA may block your file if you do not receive the application.

This medical examination must be carried out by specialized doctors, called "forensic doctors", in specialised establishments :

  • the UMJ (medico-legal units)
  • or in a unit specialised in the care of women victims of violence, approved by Ofpra after consultation with the Ministry of Health.

- You should only have this test done at a healthcare establishment written on the list. You should not make appointments at several different healthcare establishments!
- It is important to respect the way the exam is conducted to avoid being reported.

On the day of the examination, you must come with:

  • the Ofpra letter
  • the child's health booklet
  • all documents requested by the healthcare establishment, including the child's identity.

You do not have to pay for the medical examination: it is covered by Ofpra.

Sometimes it takes time to get an appointment. You should still try to get an appointment. You can inform OFPRA by letter or email of your difficulty, to explain a possible delay in sending the certificate.

The doctor sends the medical certificate directly to the Ofpra. They will give you a copy. You don't need to do anything.

If you do not go to the medical examination every 5 years, the Ofpra begins a reporting procedure to the authorities:

  1. Ofpra will first send you a reminder.
  2. If you do not send a medical certificate after several reminders, Ofpra is has to report your case to the Public Prosecutor and child protection services.

  • If your child is over 18, it is no longer necessary to send medical certificates to the Ofpra.
  • If your child obtains French nationality, it is no longer necessary to send medical certificates even if they are a minor.
It is important to inform OFPRA by mail when your child becomes French to avoid your file being blocked unnecessarily. Here is the postal address:

What happens next?

A new examination will be requested every 5 years until the child reaches turns 18 or obtains French nationality.

Ofpra is has to report it to the French authorities: the public prosecutor and the child protection services (departmental council).

You risk legal action (prison sentences) and the withdrawal of parental authority.
  • If you wish to waive your child's protection, OFPRA will investigate whether your daughter is no longer at risk of mutilation. If this is not the case, OFPRA is required to report your situation to the public prosecutor and child protection services.
  • You also risk losing your right to reside in France. You will need to obtain a residence permit from the prefecture for a reason other than the protection granted by Ofpra to your child.
