Request a travel document
The travel document for foreigners (TVE) is a document which allows protected persons in France (refugees, subsidiary protected persons, stateless persons) and their children to travel abroad.
There are several types of travel documents:
- TVR: refugee travel document
- TIV: identity and travel document for subsidiary protected persons
- VAT : travel document for stateless persons .
A travel document allows you to travel to many countries outside the Schengen Area. Depending on the country visited, a visa may be required.
> Read: the Réfugiés.info fact sheet "Traveling in your country of origin"
You can return to France with your travel document only, if it is still valid (except for the VAT which must be accompanied, for adults, by the residence permit).
The travel document is issued by the prefecture and is valid:
- 4 years if you have a multi-year residence permit card (4 years)
- 5 years if you have a resident card (10 years)
- 1 year if issued to the child of a refugee, subsidiary protected person or stateless person.
If you have recently moved or changed your address, you must first notify the change of situation on the ANEF before applying for your travel document.
> Read: the Réfugiés.info fact sheet "Declaring a change of situation on Foreigners in France (ANEF)"
How to do it?
You need these documents to make your request:
- your valid residence permit
- proof of address less than 6 months old (telephone, internet or electricity bills, rent receipt) OR a declaration of domicile
- passport photo compliant with standards , with e-photo code
> Read the Réfugiés.info fact sheet : "Taking and using an e-photo"
- your situation and "display personalized information"
- the travel document concerns an adult or a minor in "Documents to provide"
If the travel document concerns a minor child, other documents are requested, for example:
- A document certifying the minor's parentage
- A document proving parental authority (extract from marriage certificate, or divorce judgment, or court decision ruling on parental authority, or separation order, or copy of the court decision delegating parental authority, etc.)
- Identity photo compliant with standards with e-photo code
- Proof of address or a declaration of domicile less than 6 months old in the name of the minor
- Any document or element proving that the minor is placed under the protection of OFPRA (if applicable)
> Read the Réfugiés.info sheet: "Scan a document"
On the day you collect your travel document from the prefecture, you must prove that you have paid a tax stamp (with proof of payment of the stamp duty):
- €40 if you have a multi-year residence permit (4 years)
- €45 if you have a resident card (10 years)
- €15 if you are a foreigner not benefiting from international protection
You can buy it on the website timbres.impots.gouv.fr or at a tobacconist's.
> Read: the Réfugiés.info fact sheet "Buy a tax stamp"

At the end of the request, a deposit confirmation will be sent by email and available on your personal account.
After making the request on the site, you can connect to your Foreigners in France (ANEF) account to find out how your file is progressing.

What happens next?
The foreign travel document (TVE) allows you to travel outside France and indicates the country or countries from which you are prohibited.
- The first page of the travel document states "document issued for all countries except"; this means that it is prohibited to travel to that country with this travel document. Generally, this is only the country of origin, but in some cases, other countries may be included.
- You can travel to Schengen countries without a visa.
- You can travel to most other foreign countries with a visa. To find out if you need a visa, check the country information sheet in the "Travel Advice" section of the Ministry of Foreign Affairs website.
A document extending the instruction for a residence permit renewal allows you to travel, if it is accompanied by the former residence permit.
You can renew your travel document by making a new application (step 3).
You will receive a text message and an email when your travel document is ready at the prefecture. You must bring your tax stamp and your old expired travel document (you must return your old document to receive the new one) .
To travel with a child under 18, you must apply for an identity and travel document (TIV) on the Foreigners in France (ANEF) website :
- Click on "I request a travel document"
- Check the box "A travel document for a foreign national benefiting from international protection (TVE)" and click on "I continue"
- Check the box "A minor child", then your situation and click on "I continue".
You will receive a text message and an email when your child's travel document is ready at the prefecture. You must bring the tax stamp and be accompanied by the child in question.
> Read: the Réfugiés.info fact sheet: “ Apply for a DCEM ”
If you move, you do not have to change the address on your travel document.
But you must update your address on your Foreigners in France (ANEF) account .
You can then request a travel document with the new address.
