Where is it?

Applying for disability benefits from the MDPH

What is it?

The Departmental House for the Disabled (Maison départementale des personnes handicapées or MDPH) is an information and support centre for disabled people in each département. It allocates specific assistance to disabled people, depending on their situation.

How to do it?

Each departmental center for people with disabilities offers several support and financial aid:

  • Inclusion mobility card (CMI)
  • Allowance for disabled adults (AAH)
  • Disabled child education allowance (AEEH)
  • Referral to a medico-social establishment or service (ESMS)
  • Disability compensation benefit (PCH)
  • Personalized schooling project (PPS)
  • Vocational guidance / Vocational training
  • Renewal of compensatory allowance (ACTP/ACFP)
  • Free affiliation to the old-age insurance for stay-at-home parents (AVPF)
  • Recognition of the status of disabled worker (RQTH)...

To check if you are entitled to financial assistance, you can do a simulation on Mesdroitssociaux.gouv.fr.

If you wish to contact the MDPH closest to you, click here for the contact details of the MDPH in your department.

If you are entitled to one or more financial aids, you must then send a file to make your request by mail or on the internet (see step 3).

To make the request by mail, you must first complete the form 15692*01 to download by clicking here and print, or take it to your MDPH, your town hall or your CCAS (municipal center for social action).

If the disabled person is under 18, their parents must complete the form. If the disabled person is over 18 years old, it is advisable that their guardian or "curator" (the person in charge of their protection) accompany them to make the request.

You must also attach these documents to your form:

  • a photocopy of both sides of proof of identity (receipt or valid residence permit in France);
  • a photocopy of proof of address less than 3 months old (for people staying, a sworn statement is required);
  • a medical certificate of less than one year, specially provided for MDPH requests , with the date and the signature of your doctor. To help you complete this document, see the explanatory note by clicking here .
  • a certificate of judgment in legal protection (if you are eligible).

Other supporting documents may be requested depending on your situation.

It is advisable to make a photocopy of the completed form and the medical certificate before sending them.

All the documents (form and supporting documents) must be sent to the MDPH of your department by registered letter with acknowledgment of receipt.

If you prefer to apply online, you must first prepare a digital version of the documents listed in step 2.

Then go to the MDPH online site to start making your request.

Please note that this online service is not yet available in all departments. If you have difficulties, you can ask for help directly at the reception of your MDPH.
  • Click on your department (with the arrows or with the number then “search”).
  • Then click on "Register / Login".
  • If you don't have an account, click on “create my account”.
  • If you already have an account, write your email address and password, and click on "connect".

Complete the form and send the documents.

As soon as the MDPH receives your file, you will receive an acknowledgment of receipt.

If your file is incomplete and documents are missing, the MDPH will send you an email to ask you for additional information.

In each MDPH, several professionals (doctors, psychologists, etc.) assess the situation to fully understand the difficulties, and propose an appropriate response.

You will receive the response to your request within 4 months , by post or directly on your personal space on the MDPH website.

If you do not have an answer 4 months after having sent your file, your request is considered as "rejected", that means refused.

The MDPH is responsible for sending your file to other administrations, such as the CAF.

What happens next?

Depending on your needs and conditions, you may be eligible for the following rights:

If you don't agree with the decision, you can:

  • conciliation: a professional explains the decision to the applicant.

You have 2 months after receiving the answer to make a request for conciliation. You must send a registered letter with acknowledgment of receipt of the request for conciliation to the MDPH.

The conciliator organizes a meeting to explain the decision. After that, if you still don't agree with the decision, you have the option of filing an administrative appeal.

  • an administrative appeal: the MDPH re-examines the request.

You must send a registered letter with acknowledgment of receipt to the President of the Commission for the Rights and Autonomy of Persons with Disabilities (CDAPH) 2 months maximum after receiving the answer. The CDAPH then has 2 months to respond to you. In the event of no response from the administration, the contested decision is maintained.

  • a contentious appeal: the administrative or judicial court judges the request.

After the administrative appeal, if you do not agree with the decision of the CDAPH, you can make a contentious appeal within 2 months.

You must send a registered letter with acknowledgment of receipt to the competent court (the court responsible for your claim) and send the document with the contested decision.

The responsible court is different depending on the help you seek:

- Administrative tribunal: RQTH, vocational guidance, CMI parking.

- Court of Justice: priority CMI, disability CMI, AAH and CPR, AEEH and its supplements, ACTP/ACFP, old-age insurance for stay-at-home parents, PCH, measures relating to the education of disabled pupils, orientation in establishments and medical services. social.
