What is it?

As a refugee, you will be issued a resident card authorizing you to move freely in France as well as a 10-year residence permit.

However, if you wish to leave France to travel abroad, you must apply for a Refugee Travel Document (TVR) . This travel document is "biometric" (it has an electronic chip) and valid for 5 years for the refugee and 4 years for the beneficiary of subsidiary protection.

This document allows you to travel to all countries, except your country or countries of origin. You cannot use your national passport to travel abroad.

For your request to be taken into account, you must provide the following documents:

  • 2 identity photos conforming to standards.
  • Valid resident card or residence permit: original and photocopy.
  • Proof of address in your name (water and electricity bills, rent receipt) or an accommodation certificate and copy of the host's identity document.
  • Proof that you are under Ofpra protection (example: decision to admit to refugee status).

Obtaining the travel document for refugees or beneficiaries of subsidiary protection is chargeable. You must buy a "tax stamp" in the amount of:

  • 45 euros if you are a refugee (10 years)
  • OR 40 euros if you are a beneficiary of subsidiary protection (4 years).

This can be purchased online or at a tobacco shop.

Good to know : In the event of an error in the purchase of the tax stamp, the request for reimbursement must be sent online to the tax department.

Congratulations! You have your refugee travel document and can now travel.

Your document looks like a passport on which is indicated the country or countries which are prohibited to you. Usually this is only your country of origin, but in some cases fears of persecution may have been established for other countries.

And after?

Renew your travel document

Your travel document is valid for 5 years. At the end of this period, if you wish to travel, you will have to carry out the same procedure by providing in addition your old travel document (original and copy).

In the event of loss or theft, and before starting the renewal process, you must:

  • Report the theft to the police station
  • Declare on honor the loss of the title to the prefecture

Traveling with minor children

To travel, minor children must be able to present a circulation document for minor foreigners (DCEM) . This document must be requested by the parents in the prefecture. It is valid for 5 years in the Schengen area.

Outside Schengen, you must apply for a travel document for children, with a visa depending on the country. The travel document must be collected at the prefecture in the company of the minors concerned.

Remember to apply for a visa if necessary

The refugee travel document does not replace obtaining a visa. Outside the Schengen area and depending on your destination, it may be necessary to apply for a visa at the embassy of the country concerned. You can consult the entry rules specific to each country on the France Diplomatie website.

Within the Schengen area (European Union + Iceland, Liechtenstein, Norway and Switzerland), a visa may be requested depending on the length of your stay:

  • Stay of less than three months : residence permit and travel document for refugees
  • Stay of more than three months : residence permit, refugee travel permit and visa.
