What is it?

If the OFPRA or the CNDA has granted you the refugee or subsidiary protection status, you may benefit from the RSA (Revenu de Solidarité Active).

The RSA is a financial aid which guarantees a minimum amount of resources for people without work. It also provides an income supplement for people on low income.

Good to know : Apply for RSA as soon as possible after approval from OFPRA or the CNDA, as benfefits start on the date of filing.

The RSA is primarily intended for people who are 25 years old or more. 

However, you may have access to the RSA before 25 if: 

 > you are between 18 and 25 years old, have no children and have worked full time for at least 2 years in the past 3 years 

 > you are pregnant or have a dependent child

The RSA is paid into a bank account or into a savings account. You must therefore hold one of these accounts and provide your RIB (bank details). If you do not hold an account, you can go to a Banque Postale window. If you only hold a proof of asylum application (récépissé), you may be advised to open a savings account.

You will need to prove your marital status. The easiest way is to contact the OFII to obtain a “provisional family certificate”. You can also ask them for a certificate of the latest ADA payments, even if this document is not mandatory to file an RSA demand. To obtain these certificates, you can write an email to the OFII in charge of your file or go to your local OFII office. 

List of all necessary document to file an RSA demand :

  • Temporary family attestation from OFII or birth certificate from OFPRA
  • RIB (bank account information)
  • Copy of your "récépissé" of your application for a residence permit
  • Copy of OFPRA's notice of protection or copy of CNDA's decision.
  • If you have : ADA's allocation termination attestation from OFII

Finally, you can choose to apply for RSA online, go to step 3, or with an appointment with the CAF, go to step 4

The easiest way is often to make an appointment with the CAF (benefits office) of the department where you live in order to submit an initial file. We will show you in the next step how to do this. 

However, you can also make a request directly online: choose “RSA and Activity Premium”, click on “Make the request” and answer the questions. 

 Warning : 

  •  the site is in French, you must have a good command of the language in order to do this online
  • you need a definitive social security number. If you have a temporary number starting by 7 or 8, the CAG can give your definitive number by phone, call 3230 and dial in your department number to speak to an advisor.
  • you must answer “yes” to “You have resided in France with a valid residence permit” 
  • if you are married but your spouse has not arrived in France, you must tick the “de facto separated” box 

Finally, you can be accompanied by local social workers. You can ask your town hall how to get help to request the RSA. 

Please note: the RSA will be paid to you from the date that you submitted the file (even if it is incomplete). If it takes too long to access social workers in the sector, it is best to contact the Caf directly.

If you have chosen to apply online or through a local social worker, go directly to the next step. 

To make an appointment with the CAF :

  • you can go to the Caf website. Enter the postal code of your address and confirm. Select « Contacter ma Caf » then « Prendre un rendez-vous ». Follow the steps to get an appointment.
  • If you are unable to make an appointment online, call the CAF to request an appointment. Dial 32 30 (normal call cost). 
  • If you cannot request an appointment by internet or by phone, go to the CAF of your department to request an appointment (the list can be found on "Ma Caf": then select the “Contact my Caf” section. > "Reception points"). 

Don't forget to bring all mandatory documents to your appointment.

You will receive a beneficiary number and a password from the Caf, which will allow you to connect to your online space. Once your file is complete, the first payment will normally take place within the following month. 

Good to know : The first RSA payment may take into account the amount of ADA you received and may not be the maximum amount. The amount will be re-evaluated every 3 months, taking into account your resources. 

Without a response from your Caf within 1 month, contact your Caf by phone or email.

And after?

What you must do to keep your right to RSA

Every 3 months, you must declare your resources. 

Some departmental councils require registration with Pôle Emploi for RSA beneficiaries. If you have signed an obligation of this type, each month, you must update your situation with Pôle Emploi. 

What you are entitled to when you receive RSA benefits

Anyone who receives RSA benefits is entitled to personalised support with a social worker. 

Receiving RSA benefits often allows for discouts or free access to public transport, sports or cultural activities. Find out what is happening in your area.
